Educational Equity Advisory Committee

In 2021, the Oregon Legislature passed Senate Bill 732 requiring each school district to establish an Educational Equity Advisory Committee (EEAC). In 2025, the Oregon Legislature passed  House Bill 2453 making adjustments to the original statute, and establishing EEACs as Superintendent advisory committees. 

EEACs are meant to help school district leaders identify what helps or hinders the success of students who Oregon’s educational systems have historically excluded, negatively impacted, marginalized, or underserved. They are intended to advise superintendents on the educational impacts of district policy, the larger district-wide climate, issues impacting underserved student groups, and additional topics necessary to fully elevate student experience.

According to SB 732 and HB 2453, the specific duties of an EEAC include: advising the school district superintendent about the educational equity impacts of policy decisions; Informing school district superintendent when a situation arises in a school of the district that negatively impacts underrepresented students and advising the board and superintendent on how best to handle that situation, and Informing the school district superintendent when a situation arises in a school of the district that positively impacts underrepresented students and advising the superintendent on how best to replicate that situation.

EEAC members are selected by a superintendent and must be composed of parents, employees, students, and community members from the district, and must be composed primarily of individuals who represent the identities of historically underrepresented and underserved students within the district. 

In June of 2023, the Springfield Public Schools (SPS) Board of Education approved a resolution to form the SPS EEAC and appoint its first round of members.
